Does Trusted IP ranges mean user's IP address in Zoho Analytics Whitelabel?

Does Trusted IP ranges mean user's IP address in Zoho Analytics Whitelabel?

I'm trying to setup the Zoho Analytics Whitelabel. I want to know whose IP does "Trusted IP ranges" refer to? Client user who is trying to login, or the SAML Identity Provider?

If the client user's don't have any specific IP, can I leave it blank?
