Email - Control Panel - User Access

Hi 

I am trying to enable application access to mail, contact and calander under Control Panel - User Access, for one of my users. However even though I get a message saying "Applications Enabled Successfully", the user is still getting a message "Account Disabled" when trying to log into email. Also when I return to Control Panel - User Access, all application check boxes return to unchecked.

The user is Stewart.

Please Advise?
