Enable IMAP for users in Zoho Workplace

As an admin, I want to enable IMAP for some users in a Zoho Workplace plan. I see that I can create an access restriction with IMAP enabled, and add it to a policy, but it looks like the default policy has IMAP enabled anyway, so it won't have any effect.

What I need is the equivalent of the end user going into the their mail account settings and ticking the box to enable IMAP access - but I need to do that as an admin without the user having to do anything.

Is this possible?
