Filter will not setup forward as an action

Filter will not setup forward as an action

One of our users setup a filter to forward certain emails to another email address but is receiving an error that informs the user to "contact administrator" for the account.  I cannot tell what I need to do so that the user is able to set up the forward in the filter.  When I look at the user account under MAIL ADMINISTRATION >> MAIL ACCOUNTS i can see the address listed in the MAIL FORWARDING column for the user but there is a " ! " preceding the address... what does that mean?  Could that be the cause of the failure to be able to forward?
