I want to create a form that our dealers can use to order from us, their supplier.  We want the form to be tied into our inventory list on Zoho Books and Inventory. The form should also give them an estimate for final cost including shipping, which we have Zoho Books set up to do already. We don’t want them to be able to submit payment on the form though. When they click the “submit order” it should head to the office staff to get approved, and then they will draw up an invoice for the customer. Basically an online store without payment processing. 

How do I do this?  Creator? Forms? Bigin? CRM?  Commerce?
