How to change user role at project level.

How to change user role at project level.

I have company role as "Manager" so I think I should have a permission to change user role at project level. 
How can I change role of my staff (got company role as Employee) to Manager for only selected project?
Right now, when I add project user, I saw only "Employee" and "Contractor" Role.
