How to unblock the POP access

I am trying to setup IMAP of one of the email addresses under own domain to outlook, other 2 addresses with same domain are working however one was not, I tried to sign in by mail.zoho.com and found the top screen showing that "Your POP access has been blocked. Unblock now", when I check "unblocked now", it shows below scree.

I also tried to sign in the admin account but can't find how to unblock, could you advise? and could you help me to check if this is the reason I cannot setup the IMAP of this account to outlook?
