I can't create a new user

Hello,

I'm trying to create a new email in my organization: hello(at)setramedia(dot)co(dot)id, but Zoho says the users already exists when it doesn't. I've tried the method here https://help.zoho.com/portal/en/community/topic/i-can-t-create-a-new-user-11-5-2016 (create catch-all account and request a password reset link for the email but I'm not receiving any link from Zoho).

Can you help me?
