is it possible to edit email template before sending as part of a workflow rule?

I have created an email template (eg role is on hold) to send to multiple candidates.
I have a workflow role that says when change candidate status to "role on hold", so any candidates still associated with this job that gets put on hold will get their candidate status updated and receive this email template to let them know.

My question is can I check/edit the email before sending it out when triggered by the workflow rule?

I can see if I select all relevant candidates and select to send them an email I can do this, but I still have to do a seperate action to then update each candidate record to "on hold".

Is it not possible for the workflow role when the action is to send an email to also provide the "send mail" pop up screen to edit the email body before sending?
