Is it possible to set permissions based on Owner/Source?

Is it possible to set permissions based on Owner/Source?

We have multiple recruiters that would access Zoho at any given time; however we only want each recruiter to be able to see the applications that come in with THEIR name on it (i.e. - the User and/or Source field....or another subsequent field).

Is this possible via users, permissions, or another feature?
