Is the tab "All Users" only available for Admins?

Is the tab "All Users" only available for Admins?

WIth the "Admin" user, I can access to the tab called "All Users" and then see all the users in the company with their basic information (which is quite useful) and send messages to any of them.

I supposed that feature would be also available for "employee" users, but I realized today with the account of one of my coworkers that they cannot see other users neither send messages to them, unless they arte working on the same project.

Is that because of the new interface of Zoho Projects?
