Is there a way to disable Create and Copy Sheet in external share?

VBA would be fine, but I'm not seeing it.

For our business, large table-style data entry is a must for our orders. I've been able to push Sheets a long way, but I still need more excel-like "programmability" in Sheets...disabling menus etc.etc..
