Issue with forward candidate to client function

We are having significant issues with the forward candidate to client function. It loads, and we can select templates, however when we click send it doesn't do anything. Our number of sent emails increase, but our clients confirm they are not receiving the emails. It is sporadic and has been only affecting some users.
