Windows' version of the Zoho Notebook does not lock the app. I have set up lock password to "immediate", after closing and reopening of the app, it still does not ask for password. I have tried to set "1 minute" after closing, but still. Have tested both install version and Windows Store version of the app. Both had the same issue.
