Mail Policy can not be applied

I would like to apply Mail Policy to specific users.
I test options like toogle Display Mail forward Settings/Attach from Cloud
I don't forget to add user to apply the policy.
I tried to logout/login again the intented user.
but the Mail Policy is not applied.
Enclosed is a screenshot to show I do select the user for the policy.
