Operation permitted for paid user(s) only.

Operation permitted for paid user(s) only.

An email account bde@mydomain.com outgoing disabled. When I am trying to enable, it is showing  Operation permitted for paid user(s) only.
Rest all other email accounts are working fine. Why this account's outgoing disabled?
