This would be a good option in larger forms which have many mandatory fields and also might be using field rules and page rules. When making changes to fields or field rules or page rules there is usually a need to make one or more test submissions to confirm everything is working properly. Having the option to save and then turn all mandatory fields off and on in a single click would be very useful.
