How about treating "PermError SPF Permanent Error" as an independent spam check. It is often caused by errors in the spf record at the option level. Such as someone leaving an ip4: entry without and address, while this makes the option invalid the rest of the options may al work as intended.

Most mail servers do not seem to view this as a hard error and so do not place emails into Quarantine. Also a few of the web based spf checkers do not report this as an issue which will mean that many part time admin staff will not know that they are causing an issue.
