Provide another project solely for FAQ, Documentation, and T

I want most Users restricted to seeing only a single project(for purposes of Tasks & Milestones), but I would like them ALL to have access to a central Forum (ie, for FAQs) and Documents (ie, Project Standards Docs, Blank Forms, etc). In this respect, they need have NO ACCESS to Quickbooks.

Is there a better way than to set up one ZOHO project, to which I add every single user? Project would have no Tasks/Milestones, Timesheets, Meetings... just Documents and Forum.
