I use free account of Zoho Docs. I can edit my document online but I can't publish with a public URL?

I need to download the file and then upload in Zoho Viewer to make this?

Doesn't make much sense does it? Am I missing something?

I'm afraid to starting working on Zoho Docs and then when I download to an xlsx format for example it will lose some formats and then upload to Zoho Viewer will be strange layout.

Can't I just publish it for anyone in the Web (viewer only) directly from Zoho Docs?
