Re-activate email accounts

Hello,

Recently, I had to disable a few accounts in our account and we are ready to re-enable them.  However I can only do so partially, as I can turn the accounts back on, but incoming and IMAP access remains disabled.  I try to enable them but get a message stating "Operation permitted for paid user(s) only".  For email forward only accounts, I removed and recreated since they didn't store mail.  But other accounts I can't do that, as I don't want the contents of the inboxes to be lost.  These are not new accounts, so I should not be entering a new threshold for the domain.  All of these inboxes were working just fine prior to the disabling.  How can I bring these accounts back to normal status?
