To see (or maybe create it in the People Analytics) report with such columns as 

- Users, 

- Payment (here I need total amount of payments, based on submitted hours in time tracker) 

and something like 

- Total Salary ( rate per month ( it may be the field "employee Salary" in "Performance" ) + total amount of payment for all billable and submitted hours mentioned in time tracker).
