Sending emails blocked and support response is to email back??!!??

I submitted a help ticket saying I am getting the following message
when I try to send an email.

" Unable to send message;Reason:554 5.1.8 Email Outgoing Blocked. Learn more."

I receive an email from someone in Support named Karthikeyan S which says this:
