share file to other people, not zoho user!

I share the file to other people, I wrote his email address, zoho doc said share file success, but he did not receive any email! Also, I use writer to share file to other people, he can receive a email from zoho with a link, but when he open the link, zoho ask him to login, he is not zoho user, he cannot see the file! it mean the file just can share to zoho user???
