Spam/Mail Filters

All the mail that gets sent through my website forms gets placed directly into spam. I tried setting up a filter to have it go into the inbox instead but it only works when I manually run the filter from the settings. I also can't figure out how to disable the spam filter.

Any ideas or similar issues?
