Unable to add a user mailbox

Hi I have a 5 user account, with the users listed in the 'User Details' part and also in the 'Mail Accounts' area in the admin control panel.

In the mail accounts area, I have 2 accounts which are highlighted in dark orange saying I should create a MailBox. When I try, it says I have exceeded my user license..
But I only have 3 listed mail accounts there as 2 of them are in orange and dont have them.

Can you help fix please asap - this is seriously impacting our migation to Zoho Mail.
