I am unable to change Mail account settings (incoming/outgoing mail) between enable(Green) and unabled(Gray)

It only said that the operation permitted by paid user only

I know I use free account because I have less than 15 accounts in use right now.

Given this problem, I need to delete and create new account to fix this?
