Unable to create an email account

I have setup a new user account but got an "Internal Error Occurs" and the associated email account was not created. I have tried to create the email account numerous times but keep getting the same error. I even deleted the new user account completely and set it up again but the problem persists. I setup another new user just a few days ago and that one worked perfectly.
