Unblock user

Unblock user

Hi,

One of my user's account got blocked because his email account used more than 5gb. Now he reduced the size of his mailbox to 3.9Gb but I can't unlock the account. When going to "Troubleshooting" > "Blocked Accounts" and trying to unlock the account I am getting a message saying something like "Operation allowed only to paid account" (Translated from Spanish). Does this mean that a free account once blocked can not be unblocked ?
