User permissions

I am interested to know if it is possible to allow line managers (non-recruiters) into the system to make decisions on candidates (interview or reject) without giving them a view of all the records in the system? I appreciate I would have to purchase a recruiter license for the line manager to edit the candidate record to mark them as rejected for a given job, but I might only want them to be able to see candidate records for the roles they are associated with.
