what is the difference between a deleted user and an inactive user in zoho recruit?

what is the difference between a deleted user and an inactive user in zoho recruit?

I have two inactive users I cant delete cause it says closed and I dont know how to delete them or even if I need to.
What is the difference between deleted and Inactive?

I also dont want other users to see the deleted users as it seems like there may be a lot of turn over then.
