When i create new user, it become an invitation??

When i create new user, it become an invitation??

I try to create an new user but after enter the details manually, it's not show up. After i search around, the new email account appear in the invitation list. I don't know how to proceed with that. 

Appreciate if anyone here can help since there is no help provided by zoho which disappointed
