You do not have permissions to create this account in Zoho Mail

Hello, please I can't create accounts of my domain (happyjupiter.es). I emailed to support 4 times, and I get response in 2 times with "problem solved, please try again to create accounts", but the problem is not solved!!, I still can't create accounts. Please, let me know if anyone can solve this problem, because email support can't resolve it, and now they do not answer me. Thanks.
