Zoho Desk Workflow perform action x minutes after new ticket is created

I want to perform an action x minutes after a new ticket is created.

I tested this with with the following but it did not trigger the email Alert action.

Execute on: Create
Criteria: Time to respond is Greater than 1 minutes
Actions: Send an email alert

Is there a way to achieve what I'm trying to do?
