application marked 'Public' not actually public

application marked 'Public' not actually public

I created this application via the Write Deluge Script option. It was created successfully yet even though Creator shows it marked Public, users who are not logged in cannot access it.

The application is here:

creator.zoho.com/tzc/b/

For some reason public users still get the Sign In page (see attached screenshots).
