Can a form be saved for later submit?

Can a form be saved for later submit?

We have a form in our Creator app, when it is submitted an email notification goes to the admin as well as an email address that is in a field on the form itself. Would it be possible to create a Save button, where the form gets saved, but the notification does NOT trigger? So we'd have two buttons on the form Save and Submit. Please let me know if you need further clarification.
