Can't install applications or add users

Every time I try to install an application from the marketplace I get an error. I have only one application installed (but had others installed yesterday that I deleted). I am able to duplicate the application and also able to create new applications.

Also when I give a user access, it sends an email to the user but does not allow the user access. The user does not show up in my shared list.
