Checking for empty fields not working.

Help, somebody, please. I've been trying to get this working for ages. To sum things up I need to filter my records based on whether a field is empty or not (i.e. to find all the people for whom we don't have an email address). I have created a little test application, and as you can see, the filters such as "No Email" or "Does not have team" do not work.

I cannot, for the life of me, work out why.
