Create a table form to insert data (two-ways table)

 Thanks in advance to everyone that will response to my question.

I have to create a form with a two-ways table layout to insert data in a project, like the attached image.

In which way can I solve it? Any idea is really indispensable for me, because my project has stopped because of this problem.

I can't solve it with API because I have a lot of entries in that table, and it's not really simple writing a line for each entry.
