Disappearing Vertical scroll bar & Edit/Access this appl

No vertical scroll bar on the right
No edit (or access) your application button by the tabs (see attached printscreen)

Then sometimes it does appear and when it appears, the vertical scroll bar appears as well (attached printscreen).

Very frustrating when trying to create or edit applications and the tools are intermittantly shown. I love your product & find it very useful, but the disappearing edit & access buttons as well as the vertical scroll bar make it difficult to use.
I have used 3 different browser interfaces to test this out & it happens will all of them: IE (v7), Opera & Firefox.

Is there problem perhaps with the server side that is causing this? as it is so intermittant
