Email Notification Not working

I have script in my application that emails on 2 conditions. The 1st condition is that when a field has changed, the application emails me, The 2nd condition is if a field equals a certain criteria (matching text strings), that the application emails me and several others. The email works fine on condition one and it emails me appropriately. The emails on the 2nd condition are not working. In some cases the system does not email me, yet emails others on the list. In another situation the application is not emailing anyone on the email list (myself included). I have checked the script and the matching text and cannot determine where the problem is. Everything seems to look good and the system accepts the script. Please help!!!!!
