Entering a task or activity for all employees

Entering a task or activity for all employees

How can i enter a task/note to all employees.
Currently if i enter a tsk/activity and if the owner is CEO/Manager no one under the hierachy can see that. i want to enter certain tasks to be assaigned for all the employees by the director/Manager.
