Functions does not show in Add Related List

Functions does not show in Add Related List

It seems that I cannot see the functions in the "Add Related List" module in the production environment though I can see it in my Sandbox environment and I am not sure why is that. Can you help me display the Add Related List functions option in the production environment? Thanks.
