How do I get to the database to create views, stored procedures, etc?

How do I get to the database to create views, stored procedures, etc?

Came across this, which seemed just what we want, but I cannot see how to work directly on the database. Also, I would want picklists to display the description but enter the record id into the table - how do I do that?
