How do i limit the number of times someone can submit a specific answer.

How do i limit the number of times someone can submit a specific answer.

I have created a basic form with numerous questions.  The selection for answers are all the same:

Do not use that feature of the product
Not important
Important
Very important

How do i limit how many times they can select Very Important?  They should only be able to select this 10 times.
