Is there a revenue model for developers?

I've just discovered Zoho Creator and am interested in developing professional applications with it. Are there licensing restrictions on allowing my users to access my apps? Will I be required to pay any fees? Will they?
If I choose to bill them for access to the apps, does the answer change? Does Zoho have a billing and registration platform to facilitate this?
