list of public email templates does not appear

list of public email templates does not appear

I just created a new contacts template. I tried to send it to myself to review, but the drop down menu which contains my templates simply shows "none" and no options are available.
If I try the exact same action with any other contact in my database, the public template drop down menu appears, and the new template is among those listed.

This is a new problem this morning - earlier today the drop down appeared, as it always has

Pls advise and correct asap.
