Use case: Real Estate agent

I want to have a button on my Products page that when clicked opens a 'Matching' page that lists all the potential customers that may be interested i.e. matches on the price field, no. of bedrooms, neighbourhood etc. I then want to be able to select those I wish to email with Product brochure.

Can someone describe the bones/structure of this configuration? Would it be creating a 'Matching' module, running a report on the search criteria? Would this all be done in Zoho Creator with Deluge?
