My New Record Form

I've created a New Problem entry form, and when I send this to others to use with their ID, it is not allowing them to see the form. It just sits on the page where it looks like it's pulling it up for multiple mins. I've checked and I had them added on the share for all forms, and I've checked all the views to make sure the permissions were set. Please advise.
