Newbie Ask: 1-Who host dB? 2-Public Read Only? 3-User Cost?

I just discovered ZoHo.

1 - Who actually host the data base? ZoHo or our ISP?

2 - Can you create an online data base that is free to the public to access?
...If so can they access it without having to sign in... just go to a website and lookup stuff?

3 - I just read a post about ZoHo charging for more than 2 users... is this true?
... If so how much per user?
... If so what is a user? Anyone who looks at or access the data?
... Or anyone who must actually enter data?

4 - If ZoHo actually host the database... the data resides on their servers... how secure is it?
